Why are E-Business Suite CPUs serial?

Why does Oracle force you to apply all the CPUs separately for E-Business Suite? If a patch is security related, shouldn't it always be included in a CPU? Figuring out prerequisites is hard and complicated enough; now Oracle tells us we've got to put these security patches on, and oh by the way, you need to put the other zillion security patches we relased in the last 2 years as well. Like other parts of Oracle, the E-Business Suite patches should contain all necessary patches. As is common at large companies, it seems no one at Oracle has a grasp of the "big picture". I'm giving this 3 pickles because knowing about CPUs is essential, but I wish the way it was done made our lives easier instead of harder.
